i just got off the phone with michelle sorkin, planner on the urban design guidelines. my call was for an appointment (thursday, 10 am, room 621, was set) to review the ENTIRE CASE FILE.

folks, this is a citywide amendment to the general plan AND THE GUIDELINES ARE NOT COMPLETED. the only thing available is the (attached) file we circulated last weekend.

she is "still drafting" the guidelines and will have them completed "hopefully by start of next month."

i questioned how public comment could be in by 25 august in that case.

she will be available at the appointment to answer questions, but the drafts will not be available.

as with the housing element, the completed guidelines will have "opportunity for public input at the hearings." and we all recall the housing element hearings where the final report was written before the community meetings were held.

cindy cleghorn will accompany me at the appointment thursday. all are welcome and invited to come.

  2. I will try to come. Have you seen these 10 Principles the documents reference or any of the guidelines? I am interested as Hollywood is currently has 3 plans under review with various design guideline components and am curious how this will affect the other plans.

    Much of what the design principals are what we put in the Miracle Mile CDO but as you know the city did no reviews of the annual reports on growth and infrastructure (because there are none) for the Hollywood plan. They don't even mention the annual reports in the draft plan. Look at what they do say under #1 of the design guidelines. Without framework policies 42 and 43 they can not implement the general plan or the Framework. Without those policies I believe this plan update will be inconsistent with the General Plan.

    The plans I am referring to are the Hollywood Boulevard District and Franklin Ave Design District Urban Design Standards and Guidelines, Sunset Boulevard & Civic Center Urban Design Plan and Guidelines as well as the new drfat Hollywood Community Plan. The first two are CRA commissioned plans as a result of our settlement with us. We are struggling to get a handle on each and to have them all successfully integrated That is why my ears pricked up when I saw the mention of General Plan design guidelines for infill etc. This would be another overlay on top of the other three.

    Above is the link to them. We worked long and hard to get them. In the Miracle Mile they demand that new buildings use them but don't get a break for using them. My concern with them, especially as a guideline for future growth is that they will be used to approve projects that would not be by right. It's a terrible comment on the City but I see everything they do as negative for the community.

  7. My experience is that it is difficult to review guidelines that do not exist. It is especially difficult to determine their impacts.

  8. Still a curious development. The Zoning Administrators, CPC and PLUM, and Director of Planning already approve just about every discretionary action without these amendments to the General Plan Framework, so I am not sure why they need to make adjustments to one small part of a plan whose purposes, goals, and provisions they ignore in nearly case that comes their way. And, with LoGrande in charge the small percent of cases which might not get through at present would have no few problems.
